What is a license?

A license is an official authorization from the appropriate Governmental agency to export the products/technology described in the license to the designated location for the designated usage.

 

ITAR definition:   § 120.20 License.

License means a document bearing

the word ‘‘license’’ issued by the Directorate

of Defense Trade Controls or its

authorized designee which permits the

export or temporary import of a specific

defense article or defense service

controlled by this subchapter.

 
EAR definition:  License.  Authority issued by the Bureau of
Industry and Security authorizing an export,
re export, or other regulated activity.  The term
"license" does not include authority represented
