Export Control Update

The Nadcap Task Groups are completing an initiative which will give direction to auditors as to what questions can, and what questions cannot, be answered in eAuditNet IF the part being audited is Export Controlled- License Required (EC-LR). As you know, EC-LR technical information cannot be displayed in any way in eAuditNet as the audit results are available to Task Group members who are Restricted in the Nadcap system (non-US citizens or green card holders). This prohibition also applies to suppliers responses to findings.
Please review the document "Suppliers - Method to Identify Export Controlled License Required Questions - 24-MAR-08" located in Public Document at: www.eAuditNet.com which gives examples of how these questions will be designated in the Nadcap checklists.
The purpose of the (EC) designation is to alert the auditors as to which questions have technical content and, therefore, (if EC-LR) cannot be answered in the checklist. Please note: the questions still can be reviewed, if the auditor is Unrestricted, even if the part is EC-LR. It is just the answer that cannot be displayed.
Each Task group is working to complete this project. When the checklists have been changed, each Task Group will notify their auditors. Suppliers will see the changed checklists when they prepare for their next Nadcap audit. There are currently no plans in place to notify individual suppliers.
How can this help suppliers? Our biggest recurring issue with EC-LR material and information is suppliers attaching EC-LR technical information in response to findings. The designation on the checklist will act as a reminder to suppliers that they cannot attach technical information in eAuditNet. NIP 7-07 allows for such material to be faxed or e-mailed to Unrestricted Staff Engineers.
This is one more example of how we are continually improving the Nadcap process in the area of Export Control.
