Isn't it the responsibility of the Subscriber to flow down the information?

To be exact, it is the responsibility of the customer(s) to flow down the EC information.  Subscribers start the process with their initial Purchase Orders – suppliers must also flow down this information to their suppliers (sub tiers.)
